Very interesting story here about London Estate Agents who used flats they were selling, to get resident car permits to which they were not entitled, in order that they could save thousands of pounds in parking charges.

The report says:

Westminster Council estimates the scam saved the estate agency around £10,000 a year.

It shows anything with value, be it a good or a service can be a target for fraud, even at first glance it would not be something you would normally think of. Part of the reasoning has to be the value to fraudster, in central London this is a lot of money, making the fraud worthwhile, until they were caught, a pretty bad impact for a business trying to trade in the area.

Quite a business plan that has to pay over £10k p.a. on parking though!
